IKE BATTERING CUBA

1. (SBU) Hurricane Ike will reach Havana September 9:

-- Ike is moving over Cuba as a Category 2 storm; it may
intensify before it hits central and western Cuba later
today. Ike is projected to cross areas of western Cuba
already damaged by Hurricane Gustav. (MG/National

-- The government evacuated approximately one million
people, including 13,000 tourists, primarily European
and Canadian, from Varadero. Work teams deployed to
western Cuba to assist with Gustav also departed.

-- USINT Havana is under authorized departure; six
personnel departed 1330 EDT. Post closed 1400 September

2. (SBU) Islands badly damaged, airport remains
closed:

-- Hurricane Ike damaged 80 percent of all structures.
U.S. Coast Guard (USCG) helicopters are conducting over
flights from Great Inagua airport over Turks and Caicos
(TCI) and Haiti. There are no reported AmCit

-- Ambassador Siegel and OFDA will conduct an aerial
damage assessment of TCI September 9. (MG/Embassy

3. (SBU) Post plans to re-open September 9. The south
east Bahamas suffered a direct hit. A USCG hangar on
Great Inagua was partially destroyed. The Morton salt
plant in Great Inagua reports $3-4 million in damage.

4. (SBU) A government committee headed by the Prime
Minister will coordinate relief efforts. USCG is
ferrying relief supplies to Gonaives. OFDA hopes to
reach Gonaives today to conduct assessments and help
establish food routes. OFDA will raise total U.S. aid
to $10 million. There are no reports of AmCit
