Navy officer to attend Navy/Coast Guard training from 03

2. Information about the participant is as follows:

Position: CO of "Mono" patrol boat
Date of Birth: 13 March 1973
Place of Birth: Dapaong, Togo
Type of Training: Navy and Coast Guard training
Date of Training: 3 September - 05 December 2008


3. As of August 5, Regional Security Officer, Political and
Human Rights Officer, and Consular Officer at post have
reviewed the nominees' files and found no derogatory
information.


4. The Department has reviewed its files and finds that it
has no credible information of gross human rights violations
by the personnel listed above. Post is authorized to convey
this information using the following language: Embassy
verifies that the Department of State possesses no credible
information of gross violations of human rights by the
identified Senegalese personnel.


5. If at any time Embassy becomes aware of any information
regarding incidents that could be deemed to be credible
information of gross violation of human rights by any
personnel involved in this training, Embassy should so inform
the Department.
