RUSSIANS ISSUE THREATS OVER PRISONERS OF WAR

1. (SBU) A Russian general threatened to advance on
Tbilisi August 19 if Russian POWs are not released.
Georgians believe Russian prisoner numbers have been
exaggerated. ICRC observes no signs of mistreatment
of either Russian or Georgian POWs. (TF/Embassy

PROGRESS ON HUMANITARIAN FRONT

2. (SBU) EUCOM Commander General Craddock will visit
Tbilisi August 21 to inspect humanitarian operations.
Under Secretary Fore may join the trip.

3. (SBU) UN High Commissioner for Refugees Antonio
Guterres and UK FS Miliband each plan one-day visits

4. (SBU) Under Secretary Burns signed a $5.75 million
Emergency Refugee and Migration Assistance drawdown on
Friday. The request is with OMB/NSC for clearance.

5. (SBU) As of August 18, the United States had
provided $8.27 million in humanitarian assistance to

6. (SBU) The UN estimates there are 128,703 new IDPs
in Georgia and 30,000 refugees in Russia. (UN Flash

STATUS OF DIPLOMATIC EFFORTS

7. (SBU) The OSCE will consider draft language August
19 that calls for a total of 100 military monitoring
officers, with 20 to be deployed immediately and the
others to be deployed after agreement is reached on

8. (SBU) In a letter to NATO, Ukraine FM Ohryzko
offered to assist with peace keeping and expressed
concerns about Russia's use of the Black Sea Fleet
against Georgia.
