1. (U) This is an action request. Embassy Brussels, please
see paragraph 3.


2. (S) Background/Objective: We have information indicating
that as of June 2008, the Malaysian-based firm Evertop
Services Sdn Bhd sought A9910 advanced data acquisition
systems for earth observation satellites from a Belgian-based
office of Thales Alenia Space on behalf of an unknown Iranian
end-user. This system is used in ground stations for the
acquisition of imagery data from satellites or potentially
with unmanned aerial vehicles (UAVs). Although Evertop is
based in Malaysia, it is an Iranian-run procurement firm
which has facilitated many transactions on behalf of Iranian
end-users of concern. These end-users have included entities
affiliated with Iran's UAV program as well as the Shahid
Hemmat Industrial Group (SHIG),which is Iran's primary
liquid-fueled ballistic missile developer. We wish to alert
Belgian authorities to Evertop's history of procurement for
Iranian end-users and urge that they work to ensure that
Belgian-based companies are not involved, even inadvertently,
in the supply of s
ensitive items to Iranian end-users of concern via this firm.


3. (U) Action Request: Request Embassy Brussels approach
appropriate host government officials to deliver talking
points/non-paper in paragraph 4 and report response. Talking
points also may be provided as a non-paper.


4. (S) Begin talking points/non-paper:

-- In the spirit of our nonproliferation cooperation, we
would like to raise with you a matter of proliferation
concern and request your government's assistance in
investigating this activity.

-- We have information indicating that as of June 2008, the
Malaysian-based firm Evertop Services Sdn Bhd sought A9910
advanced data acquisition systems for earth observation
satellites from a Belgian-based office of Thales Alenia Space
on behalf of an unknown Iranian end-user.

-- The A9910 system is used in ground stations for the
acquisition of imagery data from satellites or potentially
unmanned aerial vehicles.

-- Although Evertop is based in Malaysia, it is an
Iranian-run procurement firm, and has facilitated many
transactions on behalf of Iranian end-users of concern,
including entities listed in the Annex to UNSCR 1737, such as
the Shahid Hemmat Industrial Group (SHIG - Iran's primary
liquid-fueled ballistic missile developer),and entities
affiliated with Iran's unmanned aerial vehicle program.

-- We are bringing this information to your attention to
alert you to Evertop's history of procurement for Iranian
end-users, and urge you to take all appropriate measures to
ensure that Belgian-based companies are not working - even
inadvertently - to supply sensitive items to Iranian
end-users of concern via this firm.

-- We look forward to hearing of any actions your government
takes in response to this information.
