SUBJECT: BLUE LANTERN LEVEL 3: PRE-LICENSE END-USE CHECK
ON LICENSE 05-050076770 AND 05-050077761

1. This is an Action Request. See paragraphs 2 - 4.

2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on licenses 05-050076770 and 05-050077761
for the export of firearms and ammunition to St. Lucia. Post
is requested to complete this Blue Lantern check within 30
days. Lack of response to a Blue Lantern check will affect
pending and future licenses involving parties to this license.

3. Reason for Request: Unfamiliar end-users, G & T Inc. and
Saint Lucia Shooting Association, have never been subject to
a Blue Lantern check in the past, as they have never been
party to an accepted license.

4. Action Request: Post is requested to establish the bona
fides of end-users, G & T Inc. and Saint Lucia Shooting
Association, as legitimate recipients of the United States
Munitions List (USML) items listed below. Post should also
question end-users' on their familiarity with the
International Traffic in Arms Regulation (ITAR). The
following points are provided for guidance:

(To G & T Inc. and Saint Lucia Shooting Association) -- How
long has your company been in the business of importing and
selling defense articles in
St. Lucia? What services and products are sold by your
company? Who are your regular customers and where do they
reside? Are you familiar with the regulations governing the
import of U.S.-origin defense articles, including
restrictions on re-transfer or re-export?

In its reply, Post may also comment on any other information
pertinent to these transactions such as security of facilities
and concerns about the companies.
