1. (SBU) According to U.S. Office Pristina, the assembly
approved a number of laws of particular importance to the
Serb community, including legislation covering special
protective zones, local self-government, and municipal
administrative boundaries. A tenth law, regulating the
foreign ministry, was delayed for technical reasons.

SERBIAN PM CALLS FOR PEACEFUL PROTEST RALLY FEBRUARY 21

2. (SBU) Serbian PM Kostunica asked all citizens to
participate in a "Kosovo is Serbia" protest rally. All
buses and trains to Belgrade will be free on February 21
to enable people from the surrounding areas to attend.
The Serbian Interior Ministry urged citizens to express
their dissatisfaction in a peaceful and dignified manner.
President Tadic called for an end to violent protests.
