1. (U) LAUNCH OF EUR HOME PAGE: At the October 2006 DCM
conference, I learned about Intellipedia - a new technology
resource that can help the State Department advance policy
more effectively, as well as saving time and money.
Following that conference, I asked a small EUR Web team to
develop a page for the bureau in partnership with the Bureau
of Resource Management (RM). The result is the Intellipedia
EUR Home Page on the classified side. EUR Home Page creates
an interagency library of policy; gives officers in the field
a better sense of what Washington is saying; saves officers
time, provides EUR users a single entry point to all
classified intranet sites; and increases communication with
the interagency.


2. (U) What makes Intellipedia revolutionary is that it is
completely decentralized: anyone in the USG with a
Secret/Noforn clearance can view, change, and add

information. Linked to the EUR Home Page is a specific site
for every EUR country, which embassies and desks can work
together to update. And since EUR often deals with policy on
the rest of the world, we also created a Hot Topics tab that
Washington can use to give the field the pulse on economic,
justice, European enlargement, and other foreign policy
issues.

3. (U) We are asking that all EUR posts transfer content from
their classified Portal X sites to the appropriate country
Intellipedia site by March 31, after which time our systems
staff will shut down all the Portal X sites remotely. (See
the Turkey, Italy, and Cyprus portals in Intellipedia for
examples of successful transitions.)


4. (U) We are also asking economic and political officers to
use the SIPDIS caption on all reporting cables, except when
there,s a specific justification a cable should not be
circulated with the interagency community, such as a message
containing information protected by the privacy act. Using
the SIPDIS caption will publish cables to the Net-Centric
Diplomacy System, which has a variety of user-friendly search
functions. Moreover, it will also enable users to
automatically load SIPDIS-captioned messages with specific
keyword combinations or future incoming cables, such as
demarche responses (Reftel),in Intellipedia.


5. (U) HOW TO FIND OUT MORE: I will discuss this initiative
further with DCMs at the upcoming February 25-28 conference.
RM is currently sending training CDs out to many EUR posts
for those officers interested in 30-40 minutes of training )

Intellipedia log-on, load documents, etc, see the EUR Home
Page to download the &Intellipedia Log-in Guide8 and
&Intellipedia for Diplomats.8 Finally, ask your Desk
Officers, who are all receiving hands-on training in the
coming month, questions when they come out for consultations.
