1. (SBU) Embassy Belgrade reports Serbian riot police used
tear gas to disperse 1,500-2,000 demonstrators who caused
superficial damage to post. The Albanian, Austrian, and
French embassies also faced sizeable demonstrations.
Rioters broke into the Slovenian Embassy and caused

downgrade diplomatic relations with any country that

3. (SBU) U.S. Office Pristina reports a small explosive
device detonated in a UN parking lot in northern
Mitrovica, damaging three vehicles but causing no
casualties. KFOR, UNMIK police, and the Kosovo police

4. (SBU) WHA/PPC reports Panama's PermRep reportedly will
state his government's intent to recognize Kosovo during
the first closed session of the Council. Meanwhile, the
Russian MFA called the Kosovo declaration a violation of
Serbia's sovereignty, the UN Charter, UNSCR 1244, the
Helsinki Act, and the Kosovo Constitutional Framework

focused on recognition possibly as early as February 21.
