SUBJECT: GUIDANCE FOR 12/10 UNSC DEBATE ON REGIONAL CENTER
FOR PREVENTIVE DIPLOMACY
1. The Department requests that USUN make the following
statement during the UN Security Council debate on the UN
Regional Center for Preventive Diplomacy in Central Asia,
scheduled to take place December 10.
2. Begin Points:
Mr. Chairman. On behalf of the United States, I would like
to welcome Ambassador Miroslav Jenca to the Council and thank
him for his briefing on the United Nations Regional Center
for Preventive Diplomacy.
The Center has done an impressive job of reaching out to the
countries in region and other regional actors to develop a
plan of work. Since Ambassador Jenca,s arrival in June, he
has visited each of the five Central Asian countries at least
twice and met with the senior leadership in each of those
nations. We are particularly encouraged by the efforts of
the Center to work on water and energy issues, which we
believe, can most successfully be addressed through a
regional approach.
