finds that as of December 2, 2008, it possesses no credible
information of gross violations of human rights by the
officer listed below:
Name: Magloire Ondounda
Rank: Captain Major
Unit/Organization: Military HIV/AIDS Program
DOB: October 23, 1971
POB: Ngouoni, Gabon
2. (U) Post is permitted to provide the following statement
to authorized parties:
The Embassy verfies that the Department of State possesses no
credible information of gross violations of human rights by
the officer identifed in paragraph 1 above, as of December 2,
2008.
3. (U) If in the future post becomes aware of possible human
rights violations by the individual listed above, post should
inform the Department and not proceed with training.
