1. (U) Following is guidance on UNGA Agenda Item 114 of
the 63rd session of the UNGA: "Cooperation between the
United Nations and the Organization for the Prohibition of
Chemical Weapons." Guidance is for the November 17 General
Assembly Plenary meeting.


2. (SBU) The proposed item is based on the Netherlands'
desire to highlight the report of the Organization for the
Prohibition of Chemical Weapons (OPCW),which describes a
successful Chemical Weapons Convention Review Conference
from April of this year.


3. (SBU) In addressing this proposed agenda item, USUN
should: co-sponsor if possible and/or join consensus or,
if a vote is called for by another delegation, vote "yes."
