1. (S) The Department is aware of Dr. Towfighi's referral to
the U.S. Refugee Admissions Program (USRAP) and the urgency
with which he needs to depart the UAE. Per Post's request,
PRM will expedite his USRAP processing to the extent possible
by requesting expedited Security Advisory Opinion clearances
for he and his family members and requesting DHS/USCIS
officers to travel to the UAE to conduct the required
personal interview and adjudicate his case at the earliest
possible date, which is mid to late January 2009. Post
should direct all inquiries regarding the status of Dr.
Towfighi's case to PRM/A Program Officer Simone Heinlein
(HeinleinSG (at) state.gov) and Regional Admissions Refugee
Coordinator Rusty Ingraham (Ingraham (at) state.gov.
