1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross human rights
violations for the individuals listed below. These individuals are
candidates for attendance at the Fourth Annual Sovereign Challenge
Conference from November 17-20, 2008. The USSOCOM commander invites
the senior attachs of approximately 100 nations for this Valuable
Partnership Conference.
2. (U) CANDIDATES:
Name: Major Hishamuddin Bin Zahrullayali
DOB: 26 May 1966
Position: Defense Attach
Current location: Embassy Of Malaysia, Washington DC
Name: Colonel Abdullah Othman
DOB: 14 December 1967
Position: Defense Attach

3. (U) Post may provide the following statement to authorized
parties: Embassy verifies that the Department of State possesses no
credible information of gross violations of human rights by the
individuals identified in the paragraph above, as of this date. Post
may cite this cable in response.
4. (U) If, in the future, post becomes aware of possible human rights
violations by the individuals listed above, post should inform the
Department and not proceed with training.
