SUBJECT: HANDLING OFFICIAL CONGRATULATORY MESSAGES TO
THE PRESIDENT-ELECT
1. The Office of Correspondence and Records will
coordinate receipt of congratulatory messages to the
President-elect from chiefs of state, heads of
government, and other foreign officials and leaders.
2. Foreign leaders who want to send congratulatory
messages to the President-elect may do so through our
missions. Missions should transmit the text of such
messages immediately by cable (Department for S/ES-CR
and S/ES-O, also to relevant regional bureaus),and
forward the hard copy via diplomatic pouch. S/ES-CR will
immediately bring all correspondence to the attention of
the President-elect's transition team.
3. The correct form of address for correspondence to
the President-elect is:
