1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Embassy's assistance in
conducting a post-shipment check on license 050100840 for the
export of C-130 spare parts to Jordan. Embassy is requested
to complete this Blue Lantern check within 45 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.
3. Reason for request: Romeera Aero Spares Limited, foreign
consignee involved in prior unfavorable Blue Lanterns, and
large value ($5 million) of C-130 spare parts.
4. ACTION: Embassy is requested to make inquiries with
appropriate Royal Jordanian Air Force (RJAF) officials to
determine if it ordered the C-130 spare parts from Romeera in
the UK and will use the items for the purpose stated on the
license. Can the RJAF verify its relationship with Romeera
and Kearsley Airways Limited (additional foreign consignee)?
Will it receive the spare parts directly from the UK or is a
Jordanian-based parts purchaser also involved? Does
$5,000,000 worth of spare parts seem consistent with the
needs of the RJAF's C-130 fleet? Due to a lack of
documentation from the RJAF, post is requested to leverage
its existing contacts within the RJAF to verify this order.
