1. (U) This is an action request. Embassy Singapore,
please see paragraph 4.


2. (S) Background: The U.S. has information that in
September 2008, the Malaysian firm Elite Advanced
Solutions Sdn Bhd requested a price quotation for
four sets of militarized servo actuators from a firm
in Singapore. Although not controlled by any of the
multilateral nonproliferation regimes, the servo
actuators sought by Elite Advanced Solutions are used
in the control systems of unmanned aerial vehicles
(UAVs). Elite Advanced Solutions is an Iranian
procurement cover used by Iran's Farazeh Equipment
Distributor Company (FEDCO),which has previously
purchased equipment and technology to support Iran's
UAV and ballistic missile development efforts. In
light of the proliferation risks associated with this
transaction, we want to alert Singapore authorities
to this activity. We also want to urge them to guard
against efforts by Iran to use third country
intermediaries to procure sensitive technology from
sources in Singapore.


4. (S) Action request: Request Embassy Singapore
approach appropriate host government officials to
deliver talking points/non-paper in paragraph 5 below
and report response. Talking points also may be
provided as a non-paper.


5. (S) Begin talking points/non-paper:

-- In the spirit of our nonproliferation cooperation,
we would like to alert you to a matter of
proliferation concern.

-- The U.S. has information that in September 2008,
the Malaysian firm Elite Advanced Solutions Sdn Bhd
requested a price quotation for four sets of
militarized servo actuators from Moog Singapore Pte.
Ltd.

-- We are bringing this activity to your attention
because we are concerned that these servo actuators
may be intended to support Iran's efforts to develop
unmanned aerial vehicles (UAVs).

-- Our information indicates that Elite Advanced
Solutions is an Iranian procurement cover used by the
Farazeh Equipment Distributor Company (FEDCO) to
purchase goods that cannot be sold directly to Iran.
FEDCO is an Iranian entity that has previously
purchased equipment and technology to support Iran's
UAV and ballistic missile development efforts.

-- Although not controlled by the multilateral
nonproliferation regimes, the servo actuators sought
by Elite Advanced Solutions are used in the control
systems of UAVs.

-- Given the clear proliferation risks associated
with this transaction, we wanted to bring this
information to your attention as part of our
collaborative efforts to prevent Iranian military-
and missile-related organizations from procuring
sensitive technology from sources in Singapore.

-- We believe that preventing such procurement by
Iran is consistent with United Nations Security
Council Resolutions 1737, 1747, 1803, and 1835.

-- We look forward to future cooperation on
nonproliferation issues and to hearing of any
additional information about this transaction your
government acquires or actions your government takes
in response to this information.
