1. This is an Action Request. See paragraphs 2-4.


2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests post's assistance in conducting
a pre-license check on application 050125454 for the export
of C-130 aircraft components to the Netherlands. Post is
requested to complete this Blue Lantern check within 30 days.
Lack of response to a Blue Lantern check will affect pending
and future licenses involving parties to this license.


3. Reason for request: Unusual routing to the Netherlands
via the UAE.


4. ACTION: Embassy is requested to make inquiries with
appropriate Royal Netherlands Air Force (RNLAF) officials to
determine if it ordered the C-130 parts from Trans-Aero (UAE)
and that the articles will be used for the purpose stated on
the license. RNLAF POC is J. de Jong, TEL: 31-0-70-316-8833.
Reference the following RNLAF Purchase Order Numbers: PO
73/08/1155 dated April 14, 2008; PO DMO/73/124/8/1198/14
dated July 24, 2008; and PO 73/08/1171/15 dated May 14, 2008.
Can the RNLAF verify it placed order for items listed in
paragraph 5 below from Trans-Aero? What is the nature of the
RNLAF's relationship with Trans-Aero? Why did it order items
via the UAE and not through a local company? END ACTION.
