2. (C) Guidance for use by the Embassy REP to the October
16, 2008 Missile Technology Control Regime (MTCR) Point of
Contact (POC) meeting is provided in paragraph 3.


3. (C) BEGIN GUIDANCE:

NOTE: Embassy REP should seek guidance from Washington on
any issues raised at the October 16 POC meeting that are not
specifically addressed below. END NOTE.


A. (C) PREPARATION FOR THE 2008 CANBERRA MTCR PLENARY
///////////////////////////////////////////// /////////

(BACKGROUND: We want to encourage the MTCR Partners to
circulate any proposals or discussion papers they might have
for the Plenary, Law Enforcement Experts Meeting (LEEM)
meeting, or Information Exchange (IE) as soon as possible, so
all delegations have time to review them prior to the
November 3-7, 2008 MTCR Plenary in Canberra. NOTE:
Proposals for the Technical Experts Meeting (TEM) were due on
September 8. END NOTE. (C)

The U.S. recently transmitted to all MTCR Partners papers
outlining our Plenary proposals on Technical Outreach and
Machine Tools (REF C),as well as several IE papers
(REFS D-J). We will be circulating additional IE and LEEM
papers and our report on contacts with non-Partners in the
next several days. We also previously circulated our
proposals for the TEM, and will be circulating additional
discussion papers shortly. END BACKGROUND.) (C)

EMBASSY REP SHOULD:

--Note that the United States looks forward to a productive
MTCR Plenary meeting in Canberra. (C)


--Encourage all Partners to submit any proposals or
discussion papers for the 2008 Plenary, Information Exchange,
and Law Enforcement Experts Meeting to the French MTCR POC as
soon as possible. This will help to ensure that Partners
have sufficient time to prepare adequately for Canberra. (C)

--Remind Partners that the United States has circulated
Plenary proposals on Technical Outreach to non-Partners and
Machine Tools, and would welcome Partner feedback. (C)

--Stress that we look forward to an in-depth discussion of
Iran and other regional issues in Canberra. (C)


B. (C) INFORMATION EXCHANGE (IE)

(BACKGROUND: In August 2008, the IE Co-Chair reminded
Partners that they should provide the IE co-chairs with a
10-line executive summary of each paper in advance of the
Plenary (POC DOC 116). This summary will be used as the
basis for the IE report to the Plenary. To facilitate the
smooth operation of the IE and a useful exchange of ideas,
Partners were requested to circulate their presentations as
far in advance of the Plenary as possible. The U.S. has
recently circulated to Partners several IE papers (REFS D-J).
We will be circulating additional IE papers and our report
on contacts with non-Partners in the next several days. END
BACKGROUND.) (C)

EMBASSY REP SHOULD:

--Advise Partners that the U.S. already circulated several
papers for discussion at the IE, and will be circulating
additional IE papers prior to the Plenary. (C)

--Note that the U.S. hopes Partners will make a special
effort to circulate their IE papers and proposals -- and 10
line executive summaries for each )- in advance of the
Plenary. This will facilitate Partner preparation and
promote a full exchange of views at the Plenary. (C)

--Urge all Partners to share information on successful
interdictions in order to provide a basis for discussing best
practices and other ideas for stopping proliferators, and
hope several Partners will volunteer presentations on this
topic. (C)


C. (C) LICENSING AND ENFORCEMENT EXPERTS MEETING (LEEM)

(BACKGROUND: The MTCR will hold a LEEM in conjunction with
the Canberra Plenary. To facilitate the smooth operation of
the LEEM and a useful exchange of ideas, Partners are
encouraged to circulate their presentations as far in advance
of the Plenary as possible. Per REF K, the U.S. plans to
make presentations at the LEEM on U.S. enforcement
authorities, brokering, machine tool licensing, and
interdiction cases, and will circulate relevant documents
soon. END BACKGROUND.) (C)

AS NECESSARY AND APPROPRIATE, EMBASSY REP SHOULD:

--Encourage Partners to circulate their presentations in
advance of the Canberra Plenary. (C)

--Note that the U.S. plans to circulate relevant
presentations to Partners soon. (C)


D. (C) MEMBERSHIP

(BACKGROUND: No new members were admitted to the MTCR at the
2007 Athens MTCR Plenary. The Partners continued their
discussion of membership at the 2008 RPOC and agreed to
further examination of all pending candidacies at the 2008
Canberra Plenary. END BACKGROUND.) (C)

AS NECESSARY AND APPROPRIATE, EMBASSY REP SHOULD:

--Note the Partners' discussion of membership issues at the
Athens Plenary and the agreement that Partners will continue
to discuss these matters on a case-by-case basis. (C)

NOTE: If asked about U.S. views on a particular membership
application, Embassy Rep should note that U.S. views have not
changed since the 2007 Athens Plenary and refer any other
questions to Washington for guidance. END NOTE. (C)
