SUBJECT: BULGARIA'S RESPONSE TO USG NOMINATION FOR CO-CHAIR
OF IPCC WORKING GROUP II
REF: STATE 82698
POLEC Officer delivered points on the USG nomination for
Co-Chair of the IPCC Working Group II, Dr. Christopher Field,
to Maria Pavlova, State Expert for the Department of
Specialized Agencies, Programs, Funds, and Other
International Organizations within the Directorate of United
Nations and Global Affairs at Bulgaria's Ministry of Foreign
Affairs on August 6. Ms. Pavlova noted that she was aware of
Dr. Field's candidacy and had met with the Senior Officer at
the Ministry of Environment who will be representing Bulgaria
at the upcoming 29th Plenary Meeting of the Intergovernmental
Panel on Climate Change. He considers Dr. Field highly
qualified, particularly given his experience as the
coordinating lead author for the IPCC's Fourth Assessment
Report on vulnerability, impacts, and adaptation. Bulgaria
is favorable toward his nomination, but no official decision
as been made at this time. Unofficially, Ms. Pavlova thought
that Bulgaria would probably support his nomination.
