SUBJECT: BULGARIA SUPPORTS US-EU CLIMATE CHANGE
COOPERATION, BUT COMMITTED TO EC CLIMATE CHANGE PACKAGE

REF: SECSTATE 24257

(SBU) We delivered REFTEL points to MFA's Rozalina
Doytchinova, Head of Section for Coordination of European
Politics, in the EU General Directorate, on March 12. Ms.
Doytchinova said Bulgaria supports US-EU cooperation on
climate change to reduce greenhouse gases and invest in
renewable energy resources. She stated Bulgaria is committed
to the EC's comprehensive legislative proposal to establish a
new energy policy for Europe to combat climate change and
boost energy security and competitiveness of the EU. This
package will be discussed during the March 13-14 meeting of
the European Council. Doytchinova said Bulgaria must reach a
target of 16 percent of energy consumption based on
renewables by 2020, as part of the EU-wide effort to reduce
greenhouse gasses by at least 20 percent by 2020. She said
the EU would like to see a 30 percent cut in emissions from
developed countries by 2020.
