1. (C) P/E Chief delivered reftel points on Kosovo
recognition to MFA State Secretary Igor Ilievski on July 1.
Ilievski said the GOM was pleased with progress on
Kosovo-Macedonia border demarcation, particularly the laying
of the first boundary marker at the Albania-Macedonia-Kosovo
tri-point on June 29. The government hoped for further
demarcation progress through July and August, with most of
the demarcation completed by the end of August. Ilievski
said the GOM planned to make recognition of Kosovo one of the
"first official acts of the new government," which he
expected to be formed by mid-July. He would not speculate
further on the timing of a recognition decision, but said the
GOM wanted to quickly normalize relations with Kosovo and
"clarify the legal status" of its liaison office in Pristina.



2. (C) In a meeting with PM Gruevski in Skopje on June 27
(septel),EUR DAS DiCarlo urged Gruevski to move quickly on
recognition of Kosovo. Gruevski was non-committal, and said
he would face political problems at home if the Kosovars
delayed the demarcation after the GOM recognized Kosovo.
(Comment: Gruevski's comment implied that demarcation should
be completed before Skopje recognizes Kosovo, despite our
consistent message to the GOM cautioning against linking
demarcation and recognition. End comment.)
