1. Per reftel request, we provide the following information
concerning the Asia Pacific Economic Cooperation (APEC)
Secretariat's staffing, employment, and budget for CY2007.

2. The APEC Secretariat has a small staff and a flat hierarchy,
with no separate offices, divisions, or programs. It comprises the
professional staff members (PSM) and support staff members (SSM).
The PSM includes an Executive Director, a Deputy Executive Director,
and 22 program directors, who are seconded officials from APEC
member countries/economies. Their salaries and accommodation are
paid directly by their governments. There are also 29 locally hired
staff members, including a Chief Operating Officer, Director of IT,
and the other support staff members; the Secretariat bases their
salaries on local economy (Singapore) salaries for similar
positions.

As noted above, the professional staff members at the APEC
Secretariat are seconded government employees of member economies.

Senior Posts

4. As explained above, all professional staff members, including
the Executive Director and Deputy Executive Director, are seconded
from member economies and paid by their home governments.

The other senior posts of the Chief Operating Officer and the
Director of IT are engaged on local terms.

Geographic Distribution Information
--------------


5. The APEC Secretariat does not use any geographic distribution
formula for employing locally hired (support) staff. The
nationalities of the support staff are provided in paragraph 2
above. Most local staff members are Singaporean with 5 foreign
employees of APEC economies - 2 Filipinos, 1 Indonesian, 1 American
and 1 Canadian.

Hiring Data

6. The APEC Secretariat is located in Singapore. Only its support
staff positions are open to general hiring, since professional staff
members are seconded from member economies. Support staff position
openings are advertised to the general public using various modes,
including the Straits Times in Singapore, APEC's website, and
appropriate internet job search facility. For the positions of
managers/specialists, member economies are also approached to
advertise the positions. The APEC Secretariat hired an American
Communications Specialist in 2005, a Filipino IT Portal Manager, and
an Indonesian Assistant Accountant in 2007, and a Canadian Media
Manager in 2008.

Contributions by Japan (US$1,552,541) for a special fund supporting
trade and investment liberalization and facilitation projects; and
by Australia (US$3,659,300),China (US$700,000) and Korea
(US$600,000) for special technical cooperation projects (capacity
building for developing economies).

Further voluntary contributions in 2008-2010 and 2009-2010 have been
announced by Australia and Russia respectively.

Arrears
--------------


8. No U.S. arrears for 2007. The United States owes its US$696,000
member contribution for 2008 as of January 1, 2008. APEC members
are expected to pay in their assessed contributions within the first
quarter of the year; the United States is therefore not considered
to be in arrears. The Philippines is the only member economy in
arrears.
