1. (SBU) Per reftel request, Ministry of Foreign Affairs
and Trade's (MOFAT) Development Cooperation Division Acting
Director Kyun Jong-ho recently confirmed that Foreign
Minister Yu Myung-hwan will be leading the ROKG delegation
to the Paris conference. While the ROKG has not yet
finalized its new pledge package, it will be larger than
its $20-million pledge made at the 2006 London conference.
The ROKG pledge will likely include election assistance but
probably not the police trainer proposal at this time, Kyun
explained.
2. (SBU) Kyun made a special request for our help in
recommending the Secretary hold a 30-minute meeting with
ForMin Yu to "review major bilateral issues" on the fringes
of the upcoming conference.
