1. (C) In a March 19 meeting with poloff, Jang Hyun-cheol,
MOFAT Deputy Director for Human Rights, said that the ROK
will vote to extend the special mandate for the Special
Rapporteur for North Korean Human Rights in the U.N. Human
Rights Council. Furthermore, the ROK also supported the
continuation of the Burma mandate, and more generally
believed that these country-specific mandates played a
complementary role with the universal-review system.
