1. (C) On December 7, poloff delivered reftel demarche to Kim
Jae-woo, Deputy Director, Disarmament and Nonproliferation
Division, ROK Ministry of Foreign Affairs and Trade (MOFAT).
In a follow-up meeting January 4, Kim told poloff that the
ROKG supports the vision and outline of the proposed Global
Nuclear Detection Architecture Model Guidelines. Kim said
the ROKG intended to fully participate in discussions on the
development of the Model Guidelines, particularly bearing in
mind the possibility that the outline could be developed in
such a way as to impose additional legislative,
administrative, or financial burdens on Participating
Governments, such as the need to install additional nuclear
detection equipment at ports of entry.
2. (SBU) Kim confirmed that the ROKG plans to attend the
technical experts in March and asked to be informed of the
meeting details as soon as possible. Kim said that the
specific ROKG participants have not yet been decided, but
provided the following POCs for all Global Initiative to
Combat Nuclear Terrorism (GI) matters in the interim:
