1. (C) Poloff presented reftel demarche and non-paper to the
Ministry of Foreign Affairs Disarmament and Nonproliferation
Division on September 23. Deputy Director Kim Woo-see and
Second Secretary Koh Young-kul said that they understood the
importance of the message and that discussion of these issues
could potentially feature in the ROKG's periodic disarmament
talks with China, next scheduled for the second week of
December.


2. (C) Kim agreed to discuss the non-paper with his
superiors, but asked for additional information to aid
internal discussions:

-- What response has the USG received from China when these
issues were raised; any details about such discussions?

-- Is the USG raising this issue in other fora, such as the
Wassenaar Arrangement?

-- Is there any additional information available about the
financial aspect of the issue, particularly any information
of relevance to the ROK?


3. (C) Post requests available information on these questions
to convey to the ROKG, which could result in stronger ROKG
support for the approach to China.
