1. (C) On October 7, Political Chief delivered Ref A demarche
on the Dominican Republic's UN General Assembly voting record
to Acting Foreign Minister Jose Manuel Trullols. Given that
the Ambassador had recently discussed this issue with Foreign
Minister Morales, Trullols simply reaffirmed what had been
discussed in the previous meeting. In that meeting, Morales
said, "We're not running for anything this year; I don't
think we should ever be running for anything."


2. (C) We believe that the Foreign Minister was referring to
the 2007 UNGA, when the Dominican Republic was a candidate
for a Security Council seat. Morales' comments essentially
confirmed our suspicion that the Dominicans' poor voting
record last year -- they concurred with the U.S. on only one
of nine votes, compared with approximately half in previous
years -- was influenced by vote-trading with countries
targeted by the Third Committee. We therefore expect the
Dominican voting record to improve this year (Ref B).
