1. This is an action request for WHA/CAR. Please see
paragraph 3.


2. On May 16, President Leonel Fernandez was elected
President of the Dominican Republic. On August 16, per the
Dominican Constitution, President Fernandez will be sworn-in.


3. Action request: Post requests that WHA/CAR work with WHL
to deliver the letter of invitation to President George W.
Bush. An Embassy translation of the letter follows; the
original in Spanish will be sent by e-mail to WHA/CAR.

Your Excellency:

I have the honor to inform Your Excellency, that according to
the Dominican Constitution, next August 16, a glorious day
when Dominicans celebrate the Restoration of the Republic,
the swearing-in ceremony of President Leonel Fernandez will
take place.

For this event, and in representation of the Dominican
Government, I wish to extend my most cordial invitation to
the ceremonies of this great occasion.

Please allow me to inform Your Excellency, that the official
program and instructions manual for the events during the
Presidential swearing-in will be sent promptly. Attire is
white or dark business suit.

I avail myself of this opportunity to reiterate to Your
Excellency my highest and most distinguished consideration.
