1. (S) At approximately 03:54 local time on November 26,
2008, Colonel Gilberto Villahermosa, Senior Defense
Representative and Chief, Office of Military Cooperation,
Sana'a, Yemen, met the USAF C-17 at Sana'a International
Airport, signed for Guantanamo detainee Salem Ahmed Salem
Hamdan (ISN US9YM-000149DP) and handed Hamdan and his
personal belongings over to Amin Basaleh of the National
Security Bureau (NSB). The ROYG identified Basaleh as the
official responsible for taking custody of Hamdan.
2. (U) Post affirms the exchange was completed.
3. (C) Post will request written confirmation from the ROYG
detailing its compliance with existing oral agreements to
hold Hamdan in custody for the remainder of his sentence
(through December 27, 2008) under conditions consistent with
U.S. security and humane treatment policies.
