1. (C) Poloff delivered Reftel demarche to Italian MFA Acting
Director for Nonproliferation and Arms Control Emanuele
Farruggia on January 15. Farruggia said that Italy should
have no trouble submitting its Hague Code of Conduct Annual
Declaration on space and ballistic missile policies by the
March 31 deadline, just as it did last year. Italy regularly
reminds other subscribing states of the importance of
submitting Annual Declarations on time. Because Italy does
not launch ballistic missiles, its submissions are normally
straightforward, dealing primarily with Italian satellite
projects launched by other states (e.g. Russia, the U.S., or
India),but it does not use the simplified "nil form" for its
submissions.
