(SBU) Post has not identified any Latvian measures that would
undermine the operating rights of U.S. air carriers. PolEcon
Off spoke with the Director of the Transportation Ministry's
Aviation Department, Arnis Muiznieks, who confirmed our
understanding. Muiznieks stated that Latvia has not enacted
any taxes, charge or emissions trading measures related to
EU environmental mitigation efforts, and that to his
knowledge, none are currently planned. He also said that he
was not aware of any proposals to alter current noise
policies at Riga International Airport. The Transportation
Ministry, in fact, has plans to greatly increase flight
capacities at Riga Airport (reftel B).
