1. (C) MFA Director General for Bilateral Affairs Youssef
Amrani (P-level) confirmed to DCM and PolCouns on January 14
that Morocco would be hosting the 5 plus 5 and AMU/EU
meetings next week. The Foreign Ministers of the 5 plus 5
(France, Spain, Portugal, Italy and Malta, plus the 5 AMU
states: Morocco, Algeria, Tunisia, Libya, and Mauritania)
will have a working dinner here on Sunday, January 20
followed by meetings. On the agenda will be an Italian
proposal to expand to 6 plus 6 with the inclusion of Egypt
and Greece; Amrani was not confident about the prospects of
this proposal (Comment: likely more due to AMU concerns about
Egypt. End Comment.) Morocco would find an opportunity to
express its support for French President Sarkozy's
Mediterranean Union proposal, he said.
2. (C) Amrani noted that on January 21, EU Foreign Policy
Chief Solana, the Presidency and others will arrive for the
launching of a(n unspecified) Euromed Seminar, and both
Ministers Kouchner and Moratinos are expected to stay for
some EU-AMU encounter. The AMU will also have its own
coordination meeting some time in this period. All the
Maghreb Foreign Ministers will attend these meetings except
Algeria, which he regretted would be represented at a lower
level.
