1. (SBU) PolOff delivered reftel points on April 30 to
Lourdes Puma, MFA Director General of Multilateral Affairs,
who had been previously unavailable due to travel and her
participation in the EU-Andean Community negotiations.
2. (C) Puma said that she was unaware of the Israeli Air
Force mission over Syria, as well as of any nuclear program
by Syria. She said that Ecuador fully supports compliance by
all countries with IAEA safeguards agreements. However, she
would like the opportunity to review the background
information before making any comments specific to Syria,
promising to contact us with any questions or comments. Post
will follow up at a later date to clarify the GOE's position.
