1. (SBU) PolOff delivered reftel points to MFA Multilateral
Affairs Director General Lourdes Puma on February 27. Puma
noted that she was aware of the issues regarding piracy and
Somalia, but that Ecuador had not yet developed a position on
possible courses of action.
2. (SBU) PolOff stressed the need for assistance in the
multinational naval operations off the Somalian coast as well
as for receiving, extraditing and prosecuting alleged
pirates. PolOff also discussed the reftel provided elements
of a potential Security Council resolution. Puma said that
she would like to study the proposed elements, and will
provide a more substantive response soon.
