1. (C) Reftel demarches were delivered by Deputy Economic
Counselor to Department of Foreign Affairs (DFA) Deputy
Director (UNSC) Simon Cardy on March 28.
2. (C) Cardy said that the content of UNSCR 1803 would be
notified to concerned South African government departments
(including the National Treasury and the Reserve Bank) via a
letter from the DFA Director General. At that point, he
said, next steps would be determined by the Reserve Bank,
which regulates local banks and ensures that they have
appropriate anti-money laundering and anti-proliferation
controls. Cardy said that there is no precedent in South
Africa for the issuance of an "advisory" along the lines of
FinCEN's Iran advisory of October 2007. He thought it
possible, however, that the Reserve Bank might informally
draw the attention of South African banks to UNSCR 1803,
including paragraph 10.
2. (C) Post will follow up next week with calls on the
Reserve Bank and National Treasury's Financial Intelligence
Centre.
