the "defreezing" of PCA negotiations would allow the Sarkozy
"love fest" with Russia to go forward, referring to the
upcoming EU-Russia summit in November. In Vondra's view, it
was problematic that while EU was waiting, bilateral
relations were "mushrooming." Vondra also raised the need
for a common U.S.-European position on President Medvedev's
proposal for a new Euro-Atlantic security system. Vondra
urged that the U.S. engage Europe on this quickly. Vondra
worried that Russia seeks to impose legal constraints that
would bind the U.S. and Europe. USDP Edelman replied that
any response to the proposal must not come at the expense of
NATO, the EU, the OSCE, or any other piece of the current
Euro-Atlantic architecture.
