(C) According to Czech MFA Deputy Directors of Security
Policy, Petr Chalupecky, and Northern and Eastern Europe,
Martina Tauberova, the GOCR agrees with the USG perspective
of the potential downsides of a Serbia-sponsored UNGA
resolution requesting an advisory opinion of the
International Court of Justice on the lawfulness of Kosovo's
declaration of independence. Like the USG, the Czech
Republic recognized Kosovo independence (Ref E) and Kosovo
Foreign Minister Skender Hyseni recently traveled to Prague
for official meetings with the GOCR and to publicize what the
Kosovo government has accomplished so far (Ref B). Tauberova
and Chalupecky expressed interest in receiving any updates we
can share as to whether this Serbian proposal has support
from any countries other than Serbia and (they presume)
Russia.
