1. (C) On August 28, Polchief delivered ref A points to
Ambassador Patrice Cure, head of the Multilateral Division at
the Mauritian Ministry of Foreign Affairs. Cure noted that
he is "trying for a position" within the Ministry, in case
the support of Mauritian diplomats elsewhere is solicited.
"We are not directly concerned" at the moment, he noted. PAO
urged Cure to consider U.S. points in any such policy
formulation, especially the importance of dealing with such
issues through negotiation, in recognition of international
law.
2. (C) Comment: As noted in ref B, Mauritius is unlikely to
act alone on such an issue, but could act as part of a wider
group.
