COMBATING ILLICIT TRAFFICKING IN ARMS JOINT INITIATIVE

1. Poloff discussed proposed eTRACE MOU per reftel with
Bureau of Alcohol, Tobacco and Firearms (ATF) officer on
March 11. ATF officer (and POC for ATF's assessment team
that visited Haiti October 2007) informed Poloff that ATF
does not/not recommend and is unable to support Haiti's
participation in the eTrace program at this time.
2. ATF officer underscored that his team's October
assessment of Haiti's technical and infrastructural capacity
determined that the GOH currently lacks the infrastructure to
use, run and maintain the eTrace program. The infrastructure
he indicated that the Haitian National Police lacked
included: internet security, trained staff, technical
equipment, and official protocol for recovery and
documentation of seized weapons.
3. Per ATF's assessment, post will not approach the GOH to
sign MOU with ATF for eTrace participation until the host
government acquires appropriate capacity to support the
program.
