1. (SBU) Emboff delivered reftel talking points to H.E.
Pan Sorasak, Secretary of State, Ministry of Commerce
October 2, urging the direct involvement of Royal
Government of Cambodia Commerce officials in the FfD
negotiations. Pan indicated that he would share our
message with H.E. Sok Sopheak, Director General of the
International Trade Department, and Mr. Penn Sovicheat,
Director of the Notification and Legal Compliance
Department, Ministry of Commerce.
