1. (C) We delivered reftel demarche on September 15 to
Francois Delmas, who is responsible for NATO and Afghanistan
issues in the Strategic Affairs bureau at the MFA. Delmas
said that the GOF was expecting this demarche soliciting
contributions for the Afghan National Army and is currently
considering what it can do in light of its other commitments.
Delmas noted that France had recently substantially
increased its military commitment to Afghanistan, with the
August deployment of an additional maneuver battalion in
RC-East and increased personnel in Kabul, which already
entail an increased financial commitment. He promised to
follow up as French decision-making progresses.
