1. (C) As previously noted in reftel B, DCM met on February
8 with Ministry of Foreign Affairs Acting Head of the
International Organizations Rosita Hubard, who indicated that
the GOS does not support independence for Kosovo, citing
"terrritorial integrity and unity of the state." Despited
entreaties, and barring extraordinary deelopments, Post does
not expect the GOS position will change.
2. (C) DCM is pursuing a follow-up meeting with the Head of
Protocol or Permanent Secretary of the MFA, but due to the
MFA's cumbersome, bureaucratic process for requesting
appointments, that meeting will not likely occur until the
middle of the week of February 17.
3. (C) COMMENT: As noted above, Post does not expect
Suriname to change its previously stated position. It is not
in the Surinamese political nature to take a stand on matters
outside of its rather narrow world view. However, if
significant numbers of Caricom members were to express
support for Kosovar independence, the Embassy would be in a
slightly stronger position to press for support.
