SUBJECT: REQUEST FOR HUMAN RIGHTS VETTING FOR US SPONSORED
IMET TRAINING: ADJUTANT GENERAL COURSE, FORT JACKSON,
AUGUST 20-OCTOBER 30, 2008, SOUTH CAROLINA


1. (U) Post requests the Department's assistance in
screening the following candidate of the Surinamese military,
who has been nominated for training in the U.S., pursuant to
the Leahy Act and Foreign Assistance Act. Post is cognizant
that less than 10 work days are available before the start
date of the training. Post received last minute end-of-year
IMET funds that made this training possible.


2. (U) Post also notes that our local vetting is incomplete,
as the RSO vetting is pending the results of a routine check
with the Surinamese police. Due to time constraints, Post
will complete our vetting after the transmission of this
cable. Post requests the Department's assistance in
expediting this screening so that the candidate can attend
this training.
