PUBLIC SERVICE ANNOUNCEMENTS ON WILDLIFE TRAFFICKING

1. (U) Post is interested in hosting a Harrison Ford PSA Launch
Event. Post requests OES funding in support of the PSA. Post
participation in the PSA launch and broadcasting of the PSAs is
desirable because Suriname is a known source country of trafficked
wildlife. Paragraph 7 contains an action request.


2. (U) Paramaribo is a non-presence post for public diplomacy.
"Mutual U.S./Suriname appreciation and respect contributing to a
more effective partnership" is Post's number one Mission Strategic
Plan goal, but Post is strapped for resources to promote it. The PD
budget cannot be stretched sufficiently to cover impromptu needs
created when excellent work by others creates emerging opportunities
for positive interaction with the Surinamese people.


3. (U) OES-Funded Activities: Post requests funds from OES to
launch the PSAs on June 6, the day following World Environment Day.
(Note: June 5 is a national holiday so Surinamers would be unlikely
to attend.) Post proposes to use funds from OES to pay for
placement of the PSAs on local television on World Environment Day
and the following week.


4. (U) The Ambassador or the Deputy Chief of Mission would hold a
lunch event for the PSA launch at her or his residence on Friday,
June 6. OES funds would be used to defray representational costs.
Guests would include government officials, including from the
Ministry of Physical Planning, Land and Forestry Management;
representatives from the non-governmental sector; and other
important Embassy contacts. Post would also issue a press release
and seek to place the IIP-provided OpEd in the press.


5. (U) Proposed Budget:

Broadcasts:
Four thirty-second broadcasts a day (two minutes of air time) for
seven days: 406 USD
Note: Prime-time Price is 81 SRD (approx. 29 USD) and is sold in
minute units.

Representational/Launch Event:
Sit-down Lunch at Ambassador or DCM Residence
160 USD for 24 participants

Total Budget Request: 566 USD


6. (U) Action Request: Post requests 566 USD from OES in support of
the activities above. End Request.
