SUBJECT: TFGG01: BURKINA FASO REVIEWING DRAFT UNSC RESOLUTION

REF: STATE 86130

Classified by Charge d'Affaires Joann Lockard for reasons 1.4 (b) and
(d).

(C) On August 12, Charge d'Affaires, accompanied by PolOff, presented
reftel demarche to Vincent Zakane, Chief of Staff at the Ministry of
Foreign Affairs and Dieudonne Sougouri, Director of International
Organizations. Zakane said that his office had been following the
escalating violence in Georgia closely and was concerned about the
possible destabilizing affects the violence could have on the region.
Zakane said Burkina Faso was still formulating its official position
on the draft Security Council resolution, but promised to inform Post
of the GOBF decision tomorrow. He opined, however, that despite an
almost certain Russian veto, a demonstration of "international
democracy" (e.g. a 14-1 vote) at the UNSC would send a very strong
message.
