(C) On June 20, DCM, accompanied by PolOff and summer intern,
presented reftel demarche to MOFA Cabinet Director Vincent Zakane.
Zakane reacted positively to the June 14 P5+1 proposal, explaining
that it was consistent with the GOBF's continued stance in favor of
non-proliferation of nuclear weapons and the peaceful use of nuclear
energy. Burkina Faso's views also reflected its signature of the
Non-Proliferation Treaty and the African Nuclear Weapon Free Zone
(Pelindaba Treaty),as well as its support in February for UN
Security Council Resolution 1803, he explained. Zakane expressed
support for the P5+1's dual track approach. He called the latest
P5+1 proposal both generous and ambitious for its inclusion, inter
alia, of technological and commercial cooperation on civil-nuclear
energy.
