1. (C//Rel MTCR) In response to reftel demarche, Department
of Foreign Affairs and International Trade (DFAIT) outgoing
Deputy Director for Missile and Space Security Andrew Shore
confirmed that Canada would send representatives to the
November 3-9 MTCR Plenary in Canberra. Shore noted, however,
that the re-positioning and retirement of personnel
responsible for missile and space security at DFAIT and the
Department of National Defence (DND) would make it difficult
for Canada to particulate as fully as it usually does in the
MTCR Information Exchange (IE) element of the meetings.
Shore promised nevertheless to urge his successor, as well as
the incoming missile and space security officers at DND, to
prepare IE presentations on one or more of the subjects
recommended in reftel.
2. (C//Rel MTCR) DFAIT Non-Proliferation Bureau Senior
Adviser for Science and Technology Phil Baines will succeed
Shore as DFAIT's Deputy Director for Missile and Space
Security on August 1. DND has not yet named its new MTCR
representatives.
