1. (C) In response to reftel demarche on January 16,
Department of Foreign Affairs and International Trade (DFAIT)
Deputy Director for Missile and Space Security Andrew Shore
confirmed that Canada would meet the March 31 HCOC reporting
deadline.
2. (C) Action request: Shore asked whether the USG would
soon convey "positive news" on the issuance of U.S.
pre-launch notifications (PLNs). Russian complaints about
"double standards" and its threat to stop PLNs had dominated
recent HROC meetings, he observed. Russia had responded
positively to Canada's request for confirmation that it would
issue a PLN for Radarsat2, he said, but Canadian officials
were concerned that at some point Russia's actions in this
area could catch up to its rhetoric. Please advise.
