Baldwin Jones of the Department of Foreign Affairs and
International Trade's (DFAIT) Defence and Security Relations
Division confirmed to PolMinCouns on June 11 Canada's support
generally for an ARF statement on Regional Disaster
Preparedness and for the specific elements we have circulated
(reftel). DFAIT is now coordinating with the Department of
National Defence and the Canadian Forces and will share any
further comments as quickly as possible. She expressed
appreciation for the close consultation between U.S. and
Canadian delegations on ARF-related issues.
2. (C) Baldwin Jones predicted, however, that Japan would
likely have serious problems with the idea of an ARF SOFA
template (along with Burma, Laos, and Vietnam, she noted).
She cited a recent bilateral flap in which the Japanese
government refused to authorize re-fueling in Japan of a
Canadian C-17 that had been in Thailand for Burma-related
relief. She explained that even discussions at the
ministerial-level at the Shangri-La Dialogue in Singapore had
failed to break the impasse, with the Japanese insisting that
the bases in Japan were only available for American planes.
The Canadian C-17 eventually had to return by another route,
she said.
