1. (C) In an unexpected and unwelcome shift from ref a
position, Department of Foreign Affairs and International
Trade (DFAIT) Senior Policy Advisor for Non-Proliferation
Ryan Hewer informed poloff on November 17 that DFAIT had now
decided Canada was already overextended in its demarches on
the UNGA resolution on human rights in Iran and did not have
the resources to undertake a similar series of demarches
against Iran's nuclear conference on November 30 or on
prevention of new uranium supplies to Iran. However, Hewer
confirmed that the U.S. was "welcome" to indicate the support
of "Canada and others" in its own demarches.
